I am in Western WA, where this product is not restricted. Can I purchase this without a license?

After reading WAC 16-228-1231, I understand certain 2,4-D products are restricted in the eastern side of the state due to the fruit industry, but no such restriction appears to apply to Western Washington. I am in Seattle; is it possible to purchase this product from you at my location?
