Are Orthene PCO Pellets labeled for use in residential areas?

Proven effective in commercial accounts, wondered if could be used "legally" in residential or multifamily locations.

Orthene PCO Pellets are not labeled for residential settings, but we cannot find wording on the label that specifically forbids using the product there either.
