Sometimes an inch of rain is absorbed well into the soil, and other times the soil may already have a lot of moisture and that could cause runoff and uneven weed control. If it was only a light rain and the soil is not saturated it should still be okay to apply. You do need to be sure to water in with irrigation or rainfall after application as directed on the label
