It sounds like you may be dealing with needlecast, a very common disease of blue spruce trees. This article has details about this disease's development, plus management tips. You will need to prune the infested branches and also potentially prune nearby trees to reduce the spread of the disease. How quickly a plant recovers from infection depends on many factors, ultimately, such as overall health of the plant, environmental conditions, and how early you are able to detect and treat the plant. While the Bonide INFUSE Systemic Disease Control is labeled for some conifer diseases, it will not treat needlecast. Garden Tech Daconil is labeled for needlecast on spruce trees, but keep in mind that this active ingredient can cause bleaching on blue spruce.
We always recommend consulting with an arborist in your area if you are not sure what is afflicting your trees or if you need a more detailed assessment.
Bonide INFUSE Systemic Disease Control is not labeled to work on Cercospora so we would not be able to recommend a use rate or say that it would work for that disease at all. Ferti-lome F-Stop Lawn and Garden Fungicide Concentrate is labeled to control cercospora and should be safe to tank mix with the copper fungicide you plan to use as long as the label does not state otherwise.
Apply to the point when spray begins to run off the leaves. Dilute 1-1/2 fl. oz. (3 tbs.) per 1 gal. of water. You should dilute when you are ready to use within 24 hrs of mixing Bonide INFUSE Systemic Disease Control.
Any mixed solution of insecticides, herbicides, fertilizers or fungicides such as Bonide INFUSE Systemic Disease Control should be used within 24 hours of mixing. Storing diluted or mixed solution longer than 24 hours will cause the active ingredient or solution to weaken, break down and will damage sprayer application equipment.
Mix only the amount of product needed per the product label with water at the time of the application. Do not store mixed solution longer than 24 hours.
Bonide INFUSE Systemic Disease Control is not labeled, specifically for boxwood blight, so we do not have a rate recommendation for this product. Boxwood blight is a serious disease, and while fungicides can be used to help prevent spread, they will not cure plants that are already diseases. You may use a chlorothalonil product such as Fung-onil Fungicide to help protect plants from this disease.
This article from the Purdue Extension has excellent information about this disease and how best to prevent it.
