Mix the granules thoroughly into the top layer of the soil making sure not to damage the upper roots. Water in thoroughly. Mixing with water first would break the product down, making it ineffective. The watering in is just to get it down to the roots in the soil.
According to the manufacturer, Bonide Systemic Houseplant Insect Control has not been tested on Cannabis so it should not be used on those plants. Unfortunately, right now there are very few products labeled for use on cannabis. We would recommend checking with you state department of agriculture to see what they have approved for use.
Bonide Systemic Houseplant Insect Control is for use on containerized plants, but this excludes edible plants. Since the product has already been applied you should not consume the fruit.
Because Bonide Systemic Houseplant Insect Control is applied directly to the soil and watered in for a systemic treatment, it can be applied at the same time or the same day you spray Neem Oil on your plant.

Depending on what you’re tresaing for, Dominion 2L is a great systemic insecticide that you can use to treat labeled pests in your crepe myrtles.
