Yes, you can use Bayer Advanced Brush Killer Plus Concentrate to kill vines on trees.  You would need to do the cut and paint method where you snip places of the vine and apply the solution undiluted or at a high concentrate directly to the fresh cut on the vine. This is the only way to kill the vine without also harming the tree.
