Can Bonide Systemic Houseplant Insect Control also be used with Bonide Neem Oil spray?

I have a plant that uses Bonide Neem Oil.... however it seems that the Neem Oil is not working effectively.... is it possible to mix the granules in the soil also for an extra layer of protection
