BorActin Insecticide Powder is not labeled for use on luggage clothes or skin. There is not a product that can be used on clothing or skin for roaches however there are options for treating luggage.
To treat luggage, Temprid Ready Spray can be used inside empty luggage for roaches, bed bugs and other listed insects. Apply to seams, folds, and edges until moist: remove all clothes and other articles from luggage before application and allow treated areas to thoroughly dry before use.
JT Eaton KILLS would be another option that comes in a convenient, ready to use spray bottle that will keep on killing 4 to 6 weeks.
Clothing can be treated for insects by placing items in your dryer on the highest heat setting for atleast 45 minutes.
