Can CimeXa Insecticide Dust be used in the soil around houseplants in place of DE for fungus gnats in potted citrus trees?

I have Cimexa already, curious if I could carefully spread a tiny bit into the upper layer of soil around the plants to kill any gnats as they emerge or dig.

CimeXa Insecticide Dust is not labeled for use on or around houseplants or landscaping, so we cannot recommend that application. You may consider using a ready-to-spray insecticide for fungus gnats such as Bonide Bon-Neem II.
