Can it be used as a drench at planting time of Irish potatoes

Answer:

Myclobutanil 20EW T&O Fungicide is not labeled to be used on edible vegetation. It is for turf, ornamental, and fruit trees only. We do have a couple of options for treating your potatoes, but not drenching at transplant.
 
Bonide Liquid Copper Fungicide Concentrate states you can repeat applications every 7-10 days if needed, and apply at 2 oz per gallon of water for late blight but no more than 466 oz per 1000 sq ft per year. 
 
Monterey Agri-Fos Systemic gives different applications at different times. On page 6 of the product label, you can see potatoes listed.
