No, the typical dilution range of water to Cutrine Plus Algaecide is 9:1 when using a backpack-type sprayer or up to 50:1 when using water pump equipment or large tank sprayers. You do not want to treat the entire pond all at once, so that you do not harm the fish. You will use 1.5-2 gallons per surface acre of pond. You will treat 1/2 of the pond, wait 2 weeks, and do the second treatment. Please see the product label for complete application instructions.
