No, Lilly Miller Sulfur Dust can not be used on cats or any animals.  It is only labeled for use on  Roses, Grapes, Citrus, Fruits, Berries, Nuts, Vegetables, Flowers, Shrubs, and Trees.  If you are looking to treat your cat for mites you can use the Wondercide Flea & Tick Control for Pets.
