You can apply Martins Permethrin 10% on horses as a spray or spot treatment (not as a pour-on) for listed insects, per page 21 of the product label. You would dilute 8 oz. in 50 gallons of water, 16 oz. in 100 gallons of water, or 1 qt. in 200 gallons when used as a spray. For use as a spot treatment for hornflies, faceflies, stableflies, or ear ticks, dilute 2 oz. in 1 gallon of water or 1 pint in 8 gallons of water. Then apply as a low pressure spray using 0.5 oz. per ear or 2-4 oz. on face or 12-16 oz. along the backline.
