Yes, Monterey Vegetable and Ornamental Weeder should be safe to use around Peony as long as the plants are healthy and well-established. If you are going to till or otherwise disturb the soil, you will get better coverage and control if you do this process before applying the pre-emergent herbicide. Otherwise, you may disturb the application and cause inconsistent control.
