According to the manufacturer Scotts Turf Builder Weed and Feed 1 needs to be applied to a damp lawn and this can include morning dew. The moisture will allow the granules to stick to the weeds. The manufacturer also states this should be left alone for 24 hours and then watered in. This product will also work on ragweed, but it is not labeled for goat weed.
