Tenacity is not a pre emergent for nutsedge, it is a post emergent for nutsedge. You would use either the Sedgehammer or the Tenacity to kill existing sedges in your yard, but you would not mix the two. In general, there are not pre emergents for nutsedge due to its root system and how it grows. You can only treat it with a post emergent product as it comes up. One product that makes the claim it can prevent yellow nutsedge only is Pennant Magnum, however many do not purchase it due to its size and price often being far too much for most homeowners needs.
