Can Shake Away be placed in some sort of bag or container to hand on the fence?

I have a chain link fence around my back yard and cats keep climbing the fence to enter. I don't have a garden or sand box. I have a 14 lb dog and I want to deter cats from my yard. Can Shake Away be placed in some sort of bag or container to hand on the fence. Do you have some advice for me - I would greatly appreciate any help I can get.
