Answer:

While Southern AG Liquid Copper Fungicide does state on the product label that it can be used on roses, there is a side note that discoloration of foilage and/or blooms has been noted on some varieties.  You would not be able to drench the soil around the rose bush as it needs to be applied directly the foilage itself to be effective.
