Yes, the Protecta RTU Mouse Bait Stations can be used outdoors. They are tamper proof and have a key to lock and unlock the station. They are small though and larger animals like dogs and squirrels could pick them up or move them so you would want to try to secure them to the ground somehow. One way is to drill a hole through the bottom of the station and secure it to the ground with a large landscaping nail. Most professionals use caulk adhesive and glue the stations to patio blocks. (both the adhesive and patio blocks can be purchased from your local home improvement store)
