Can I use Monterey Vegetable & Ornamental Weeder be used prior to planting strawberry plants to prevent weeds?

All previous answers to questions about strawberry plants are not clear. Want to prevent the usual garden weeds from sprouting around the plants and Preen has been less than effective for us. Prefer a spray.

Unfortunately, per the manufacturer Monterey Vegetable & Ornamental Weeder can't be used as a pre-emergent around strawberry plants.
