Can I use Permethrin SFR 36.8% on horses to control flies?

I have horses and a barn that needs a GOOD fly spray. I have used other horse fly sprays but after it dries it no longer works. We do a lot of trail riding and the deer flies are the worst. If not this can you give me another option plz
