Can I use Safari 20SG on Knockout Roses?

I'm battling a scale problem on my Knockout Roses and want to use this as a drench. Roses are about 2 ft in height. Trunk diameter is very small. Should I mix 2 tsp product per quart of water for each plant? If not how much?

Safari 20SG Systemic Insecticide with Dinotefuran can be applied to ornamental plants at 1.25 - 2.5 level tsps per foot of height.
