Clipper Herbicide has specific information on Page 3 of the Product Label that goes over Use Precautions and Restrictions, and it covers the timeline to wait before using water from an area that was treated. You will need to reference the chart on that page and speak with your neighbor to see what use rate he applied the Clipper at when treating, to know how many days to wait before using it to irrigate the lawn. The maximum looks to be 3 days but you can see the full details on the Label.
