Can Wondercide Flea & Tick Control Pets & Home - Lemongrass be used outside?

We have an outside sanctuary for cats that has a major flea problem. We are not able to coral the cats (they are feral) in order to apply a product that needs to dry before it is safe for cats

Wondercide Flea & Tick Control Pets & Home - Lemongrass is only labeled to be used indoors and on cats and dogs.  For outdoor flea control, you can use Wondercide Flea & Tick Control Yard & Garden RTU Insecticide.
