You absolutely can mix ExcitR and Demon WP.  ExcitR is actually made to add to any insecticide to add that extra punch to give a really quick knockdown.  For Cicada killers, you should treat in the late evening when they are down their burrow holes and mix the Demon WP and ExcitR in a bucket or garden can so you can flood the burrow quickly and effectively.
