Carpenter bee started a hole, it's not big enough to enter. Can I plug the hole now without treatment?

Type of wood is plywood, not yet stained. Do I need to varnish also to keep bees away? Thanks

Yes, you can plug the hole without treatment if the hole is not big enough for the bee to enter. You should note that the bee may return and start to drill a new hole unless you apply an insecticide such as Demon WP. Some bees will actually bore through paint and varnish so using an insecticide is the only surefire way to get rid of them.
