Our recommendation for control would be to cut them off as close to the tree as possiblle at all and there is not a product we are aware of that can be applied to prevent them.
You can contact an local arborist or the Master Gardener with the Cooperative Extension Office for recommendations on any control methods they have found successful for your treatment.

Casoron 4G is not labeled for Mediterranean sage at all. We are not aware of any pre-emergents that are labeled for use on sage to prevent it from coming up or coming back. Most applications are done with a post-emergent herbicide that is used throughout the growing season to control it as it comes up. A product like Gordons Pasture Pro is labeled to control Mediterranean sage and can be used at up to 2 oz per gallon of water. Gly Pho-Sel Pro Dry 75 also lists sage in general on the label and can be used per the label at up to 7 oz per gallon. Gly Pho Sel is one of the highest percentage glyphosate (Roundup-type) products on the market but it is a non-selective herbicide so you will want to be careful with application if desirable vegetation is nearby.

If this is an indoor shed with landscape fabric and a rug, then you would not be permitted to use an herbicide like Casoron inside the structure that is already built. Also, any landscape fabric would prevent sunlight from reaching seeds and allowing them to germinate. Casoron can be used under pool liners or before asphalt is poured, however it is not labeled to control morning glory or bindweed. A more suitable product for your needs may be Eraser Max, which has post-emergent and long-term pre-emergent herbicides. This could be used for agricultural structures, as well.
