Eagle 20EW Specialty Fungicide is labeled for rust on flowering crabapple trees. Per the product label, For most ornamentals, you would use 6-12 oz per 100 gallons of water per Acre, or 0.06 - 0.12 oz per gallon of water. 
 
It is not recommended apply Eagle 20EW with a hose end applicator as they do not deliver an even application and most do not go down to a low enough setting for proper dilution. It is best to use a hand-pump or backpack sprayer to ensure the most accurate application.
