When using Cutrine Plus Algaecide, aeration and/or fountain system, where available, should be in operation at the time of treatment, per the product label.
No, Cutrine Plus is an algaecide only and does not control water lilies or any other weeds. Hi-Yield 2,4-D Selective Herbicide is labeled for water lily in aquatic areas.

You do not want to treat the entire pond all at once, so that you do not harm the fish. You will use 1.5-2 gallons per surface acre of pond. You will treat 1/2 of the pond, wait 2 weeks, and do the second treatment. Please see the product label for complete application instructions.
You should not use Cutrine Plus Algaecide in ponds containing koi fish. This is the verbiage from the product label: "This product may be toxic to trout and other species of fish. Fish toxicity is dependent upon the hardness of water. Do not use in water containing trout if the carbonate hardness of water does not exceed 50 ppm. Do not use in waters containing Koi and hybrid goldfish. Not intended for use in small volume, garden pond systems". Due to liability issues, we do not make any recommendations for ponds with koi or goldfish because of the sensitive nature of these fish. We recommend you contact a koi expert for assistance.
Reward Herbicide can be mixed with an approved algaecide according to the product label.

With Cutrine Plus Algaecide, it is recommended (per the product label) to do an “initial dose test” to determine the most effective concentration to eliminate the target species, unless the dosage rate is already know to provide the best results.
There are many treatment factors and considerations involved with using this product such as the water temperature (atleast 60 degrees), calm and sunny conditions, direct contact with all cells throughout the water column. If you are not seeing results after 48 hours, additional factors could be interrferring with the results.
