Does Avenger Weed Killer harm the soil overall, and for how long?

Was going to go with Vinegar/soap/EO solution until I started reading about how Vinegar can damage the soil and also kill all the pertinent bugs/worms, etc. True? So then I started researching Avenger. I have a huge area and several smaller areas with very high weeds that our unusual rain storm after rainstorm brought out. I am thinking tilling and hand weeding is the only way... please help.

Avenger Weed Killer Concentrate is a broad-spectrum weed killer that contains a citrus extract called d-limonene. D-limonene is extracted from the rind of oranges. The ingredient is biodegradable and considered a safer solution when looking for weed control in lawns, and would only impact the green leaf tissue of the target weeds it was sprayed on.
