Does SedgeHammer need to be watered in?

Does it need water to carry to the nut? It has been very dry here in Maryland.

SedgeHammer Herbicide is mixed at 13.5 grams in 1 gallon of water to cover 1000 sq. ft.  No additional watering is required.
