Does the industry standard outside upper temperature limit of 85 F mean the temperature during the application or if 85 F is reached anytime during the day of the application?

Answer:

Propiconazole 14.3 Fungicide should be applied when temperatures at the time of the application are below 85 degrees.  You should apply in the morning before temperatures get above that when they are lower. There are specific details for timing depending on the disease you are targeting on the product labelFor Brown Patch, under conditions of high temperatures and high humidity, use the higher rates of Quali-Pro Propiconazole 14.3 and shorter application intervals. For Take-All Patch, make 1 to 2 fall applications in September and October or when night temperatures drop to 55°F, and 1 to 2 spring applications in April and May depending on local specifications.
