Does the Prowler Owl fasten to a 5/8\" or 1/2\" emt conduit?

I live in a windy area, what will keep it from blowing this light weight owl away in strong winds. Does it fasten to a 5/8" or 1/2" emt conduit?

The Prowler Owl is made with a neck opening that is 3/4" diameter and can be placed on a 5/8" pole.
