Yes, according to the manufacturer, it is not recommended to use Garlon 4 Ultra Herbicide around or under any desirable trees/shrubs due to potential damage. If you are trying to control these types of plants, yes, this product will help to control them as long as you are following the instructions on the product label.
Garlon 4 Ultra Herbicide does give instructions for an Oil-Water Mixture Sprays on the product label:
Prepare a premix of oil, surfactant and Garlon 4 Ultra in a separate container using diesel fuel, fuel oil, or kerosene plus an emulsifier such as Sponto 712 or Triton X-100. Use a jar test to check spray mix compatibility before preparing oil-water emulsion sprays in the mixing tank. Do not allow any water or mixtures containing water to get into the premix or Garlon 4 Ultra since a thick "invert" (water in oil) emulsion may form that will be difficult to break. Such an emulsion may also be formed if the premix of Garlon 4 Ultra is put into the mixing tank before the addition of water. Fill the spray tank about one-half full with water, then slowly add the premix with continuous agitation and complete filling the tank with water. Continue moderate agitation

Bamboo is extremely stubborn, so it can take several steps to remove it completely. You can use Round Up QuickPro at the highest listed usage rate to help eliminate bamboo. You will be required to cut the bamboo down to a short stump and then apply the Round Up QuickPro. It can take several applications to achieve the desired results. Garlon 4 Ultra Herbicide is labeled to control alder. While the product label mostly addresses control of this plant as a foliar spray, you could also use a basal application for stems less than 6 inches in diameter. Please refer to the product label for complete application directions.
