Can it safely be sprayed as directed, to the soil areas under the vapor barrier? I have heavy clay soil, but dry not wet or damp, and pretty well vented. This is a manufactured home, with a crawlspace. Also, what is the dry time to soil? With or without a vapor barrier?

Phantom Termiticide Insecticide needs to come in contact with the soil to be the most effective but you can spray on top of the barrier as well. Â The typical dry time is dependent on the amount of moisture you could have don't there. It could be anywhere between a couple of hours and a couple of days. As for your clothing, the product label states "Remove contaminated clothing and wash before reuse."
