It's the consistency of dried puff paint. It's everywhere and comes back every year. I've read that it's not harmful but I can my vegetables and you just can't be too safe. I don't want to have to rebuild or use harmful chemicals.
You could be dealing with powdery mildew, we have a guide here that might help identify as well as how to prevent it. Serenade Garden Disease Control Concentrate is labeled to control it and should do a good job.
