Per the manufacturer the Headwind Consumer Products EZ Read Rain Gauge is scientifically calibrated for the funnel to catch an inch of rain compared to the tube size and is not measured the same as with a measuring tape. You read the orange float to be accurate on the amount of rainfall.
The Headwind EZ Read Rain Gauge should have a small tab on the bottom that allows you to release the tube from the bracket you have mounted on the fence. You can dump the water, and put the tube pack in place and replace the tab to secure it.
