I cannot find the nest
Unfortunately there are no recommendations we can give you if you do not know where the nest is. The wasps are probably coming to the pool for the moisture/water, but if you do not know where the nest is there is nothing you can really do for flying insects. They are going to fly where they want to. There is no bait that you place out for them to take. The only option is to treat the surfaces they land on with an insecticide in hopes that they will pick it up when they land, but around a pool this is usually a pool deck and you should not apply pesticides near a pool. You could use Wasp Freeze to kill on contact as you see them.
