How do I use Ferti-Lome Root Stimulator and Plant Starter Solution 4-10-3 to root new plants in water?

Normally Ferti-Lome Root Stimulator and Plant Starter Solution 4-10-3 is applied as you are putting in the new tree/plant in soil, we can find no instructions for using with plants in water.  You can contact the manufacturer VPG at 1-888-583-5296 to see if you can use and if so what the instructions are.
