How long after spraying hay with GrazonNext HL Herbicide can the hay be safely used for compost or garden?

I want to use hay that's been sprayed with grazon but I don't want to kill plants, like what happened last year. Can I keep it put up for a certain length of time and it be safe? I don't know if the chemical loses its potency and is at some point safe, or not. Please explain to me when or if the sprayed hay is safe to use in my garden. Thanks

According to the product label, the manufacturer states not to use hay or straw from areas treated with GrazonNext HL within the preceding 18-months or manure from animals feeding on hay treated with GrazonNext HL in compost.
