How long do you have to leave Mattress Safe FurnitureSafe Encasement on to be sure bed bugs are dead?

I have a brand new recliner sofa that now has bed bugs in it. I threw out my old couch because it was infested. Treated the whole house with spray and de. Waited 2weeks and bought a new couch. Now that couch has bed bugs in it.
