How much do I need to treat a sago palm for cycade scale?

What are the proportions to dilute Safari? How much Safari product do I need to treat the palm 5-6 times? Will Safari kill the existing scale (so that I don't have to cut off the infested leaves), or do I still need to cut all infested leaves (which is almost all the leaves) and only treat whatever will be left of the palm with Safari?
