The mixing rates on label are very hard to understand. Don't want to use too much.
GrazonNext HL Herbicide is not labeled to treat for milkweed but for woolly croton the rate range per the label is 1.2 to 1.5 pints (19 to 24 oz) per acre. Best weed control results are obtained when spray volume is sufficient to provide uniform coverage of treated plants. The amount of water is not set and is however much water it takes for you to cover the acre. It could be at least 20 gallons of water up to 100 gallons. For milkweed it appears that glyphosate is the best product for it but it could also kill anything desirable that it is sprayed to so care should be taken if used.
