The Monterey Fish & Guano fertilizer, like many shrub/flower fertilizers, is only going to give you a rate you should use per gallon of water. The manufacture is unable to determine what each individual end users soil quality will be, size of plant, or watering needs. As long as you are watering your plants as normal and applying the correct amount of solution per gallon, the specific amount you use per plant is not needed in most instances. They do seem to indicate when using it as a drench to use the entire gallon of water in the soil, and to use it every 14 days. However many gallons of water it typically takes you to adequately water/feed your roses, is how much you would still use, just with the appropriate amount of fertilizer per gallon of water as instructed on the label.
