How much powder per gallon must I use for roses with black spot?

I bought Bonide copper fungicide dust. I want to apply as a spray. Label says for roses use 8 oz. and indicates 1 oz.= 2 tablespoons. Does that mean I need to mix 16 tablespoons of powder? And with HOW MUCH WATER? Does the 8 oz. recommendation on the label mean PER GALLON of water? The label doesn't make this clear.

Bonide Copper Fungicide states to use 8oz per 1k square feet, which would convert to 16 tablespoons. In order to determine how much water to use, you will need to calibrate your sprayer. Below is a video that explains how to do so.
