Just moving back to New England & 1st time I've EVER seen CEDAR APPLE RUST (ewww)! Now I also know why once well-producing pear trees were pruned almost completely to the trunk, by the family trying to save them! Hoping THIS fungicide will help (says it generally targets 'rusts' - IF I can figure out a way to reach all of them... IS THIS THE RIGHT PRODUCT TO DO THAT???
Eagle 20EW Specialty Fungicide would treat the cedar apple rust. However, the Ferti-Lome 2-N-1 Systemic would be a better option, and you would want to spray the trunk, branches, and foliage. You would apply this 3 times per year, 14-21 days apart, beginning with spring bud break.
