Hydrangea Leaf Spot and fungus gnats

I'm in zone 7b in North Carolina with extremely hot and humid summers. Each year, my hydrangeas get a fungal leaf spot. Will this prevent this? Also, my tulips have a fungal gnat infestation this year. Will this also prevent and/or eradicate this?

Answer:

Agrisel BioPhos Pro Systemic Fungicide can be applied to ornamentals like Hydrangeas for leaf spots. Be sure to check the product label for the correct rate and treatment intervals. However, it will not treat the fungal gnat issues. 
 
For control of fungus gnats, Bifen IT is a soil drench. The other option is to allow the soil to dry out completely, as this will kill any larvae in the soil.
