I'm looking for a product that can be applied as a soil drench to control fire blight on ornamental pears.

Unfortunately, there really are no products that are labeled for a soil drench application for fire blight.  A product like Monterey Garden Phos Systemic Fungicide can be used as a foliar spray.  There is a helpful article you can find here with more information on treating for fire blight.
