is 6-8138 shut off a direct replacement for model 6400 3 gallon chapin sprayer?

The shut off valve part 6-8138 will not work for the model sprayer you mentioned. For the Model 6400 3 gallon poly cart sprayer, you would neet shut off valve 6-2000.
