Is Acephate 97UP Insecticide effective for a wooly aphid infestation on apple trees?

A couple other related questions: - Is this applied by spraying the tree, or by drenching the roots? - I have a vegetable garden right by the apple trees. Could this harm pollinators? Thanks for any help.

 Acephate 97UP Insecticide cannot treat wooly Adelgid. Bayer Advance Natria will treat Wooly Adelgid in apple trees.
